Management Plan – Governance and Management

The Management Plan of a UNESCO World Heritage property is a key tool for the conservation and enhancement of its Outstanding Universal Value (OUV). It is not a mere bureaucratic document, but a strategic and operational plan that sets out the objectives, actions and procedures needed to ensure that the property retains over time the characteristics that justified its inscription on the World Heritage List.

In short, the Management Plan is a guidance document that supports and steers the decisions and actions of all stakeholders involved, ensuring that every initiative is consistent with the conservation and enhancement objectives defined by UNESCO and is integrated with the existing regulatory framework. The 2023–2031 Management Plan for the World Heritage property “Ferrara, City of the Renaissance, and its Po Delta” is a dynamic and adaptive tool designed to ensure the protection, conservation and enhancement of the site. Updated in line with the Operational Guidelines and the most recent UNESCO approaches, it responds to regulatory and territorial developments by setting out a multi-year strategic framework (2026–2031) based on a participatory, cross-sectoral and resilience-oriented approach, aimed at promoting sustainable and inclusive development of the area and safeguarding the property’s Outstanding Universal Value.

Mission and Vision of the Management Plan

The mission of the Management Plan is to ensure the conservation, enhancement and transmission to future generations of the Outstanding Universal Value (OUV, criterion (v)) of the World Heritage property “Ferrara, City of the Renaissance, and its Po Delta”, in line with the principles and orientations of the 1972 World Heritage Convention. This mission is founded on the shared responsibility of institutional, economic, scientific and social actors and on the active, informed involvement of local communities, which the Convention regards as an integral part of the management system, so as to secure a sustainable, inclusive and collectively shared future for the property.Building on this mission, and on the basis of a structured process that combined analysis of the state of conservation of the property, dialogue with key stakeholders, site visits and the outcomes of the participatory process, a strategic vision has been defined to guide the Management Plan over the reference period. This vision reflects a shared commitment to bringing together the protection and enhancement of the cultural and landscape heritage with development, social inclusion and widespread awareness of its Outstanding Universal Value, thereby steering future choices towards a more welcoming, connected, resilient and vibrant territory.

Vision Statement

The vision for the future of the World Heritage property “Ferrara, City of the Renaissance, and its Po Delta” is grounded in the idea of harmony and balance inherited from the Este vision. For the property, this harmony takes shape in a number of specific domains:

  • tradition and innovation, towards a renewed identity for Ferrara as a centre for the dissemination of Renaissance culture, recognised at European and international level;
  • historic centre of Ferrara and Po Delta territory, to overcome territorial fragmentation by promoting synergic coordination among the different components of the property, so that the uniqueness of its World Heritage status may emerge in a cohesive and integrated way;
  • land and water in dynamic balance, so that, through the conscious use of resources and careful management, people can continue to live and develop in harmony with the cultural landscape, including in response to the effects of climate change;
  • between past and future, to ensure that, through a collaborative and inclusive approach, the World Heritage property not only safeguards its past, but also becomes a global example of how conservation and development can coexist, laying the foundations for a sustainable future.

Governance and management

The Governance of a site inscribed on the UNESCO World Heritage List applies the concept of territorial Governance to the specific context of safeguarding and enhancing a property recognised as having Outstanding Universal Value.

Governance is the set of decision-making structures, rules and relationships between the actors (institutions, local authorities, communities and private stakeholders) involved in the protection and enhancement of the property. In other words, it defines who takes decisions, how decisions are taken and with which shared objectives. Governance ensures coordination, participation and transparency in strategic choices.

Within this system, Governance is implemented through the Site Steering Committee, composed of representatives of the institutions responsible for governing the territory in which the property lies, with the aim of coordinating actions and policies for its conservation, management and promotion.

The management of a site, on the other hand, concerns the operational activities that give concrete effect to governance decisions: conservation work, tourism promotion, monitoring, maintenance, education and communication. It is therefore the practical implementation of the policies and plans adopted – in this case, of the measures laid down in the 2026–2031 Management Plan for the property.

The governance system of the World Heritage property “Ferrara, City of the Renaissance, and its Po Delta” operates through collegial bodies that ensure the participation of all stakeholders involved, both public and private, and is based on the 2026–2031 Management Plan.

This model promotes cooperation between the various institutions, transparency in the allocation of resources and the active involvement of stakeholders, so as to maintain the integrity and authenticity of the property in the medium to long term.
